The “tunnel” was intended to be part of a Riverfront Expressway that was planned during the 1950s/60s but which was stopped by preservationists (and a good thing it was stopped). The roadway is actually beneath the site of Harrah’s but isn’t open to the public.
If you have a legitimate (not just curiosity) reason for wanting to see the roadway you should contact the Mayor’s Office of Public Affairs. The Harbor Police may also have access to it.

Sorry Duh!!!, but the garage for Harrah’s was also the underground parking/buidling access when the site was the Rivergate Convention Center (which was demolished so the casino could be built). The garage is adjacent to the “tunnel” (it basically has to be), but the public does not have access to the rest of the open areas under Harrah’s and Canal Street.

While NOLA Guy is usually right about almost anything that has to do with New Orleans, it’s obvious that he hasn’t been to Harrahs.
Yes, this is the same tunnel mentioned as the Vieux Carre Riverfront Expressway. However, the “tunnel” that you are looking for is only used for valet parking for the casino, but you can see part of it (without contacting the Mayor’s Office or Harbor Police) if you travel down S. Peters coming from Poydras, going toward Canal Street. You will see at least two vehicle entrances/exits that lead underneath the casino, but you can’t go in them without the risk of being runned over. You can take a peek, though, from the sidewalk.
There is part of the same tunnel system that leads underneath the casino on the Poydras side of the building, and tunnels underneath Poydras Street to Harrah’s garage, across the street. There are escalators that take people to and from the garage to the casino using this tunnel. It’s pretty small, though.
